Doctors and healthcare in Norway

Norway's public healthcare runs through one regular doctor per resident. Who gets one, and when, depends on your registration.

One regular doctor per resident

Everyone registered in the National Population Register as living in a Norwegian municipality has the right to a regular GP (fastlege). You choose or change your GP on helsenorge.no, the national health portal. The GP is your first contact for everything, and refers you to specialists.

What a consultation costs

Patients pay a user fee (egenandel) for GP visits, specialists, tests and some medicines. The fees count towards an annual ceiling of NOK 3,278 in 2026; beyond it, you receive an exemption card (frikort) automatically and pay nothing more for the rest of the year.

Since 1 August 2026, children and young people under 18 pay no user fees in the scheme (the limit was 16 before).

Numbers to save on day one

  • 113 — medical emergency, 24 hours a day
  • 116 117 — out-of-hours medical service (legevakt), for urgent but not life-threatening problems

Registration decides your access to care

The step that gives you a regular GP is your registration as a resident. We help you prepare it before you leave.
