Driving in Norway with your EU licence

A valid licence from an EU or EEA country lets you drive in Norway, including once you live there. A few Norwegian rules, though, are much stricter than at home.

Your licence stays valid

The Norwegian Public Roads Administration (Statens vegvesen) is clear: you may drive in Norway with a valid driving licence from another EU/EEA country. Exchanging it for a Norwegian licence is possible, without a new test, but not required.

Two cautions: licences issued before 19 January 2013 follow special rules, and a licence issued by a country where you did not live may not be valid in Norway. Check your own case on vegvesen.no.

Winter and tolls

Winter tyres are compulsory whenever road conditions are wintry, not on a fixed date. Studded tyres are allowed only during set periods, and some cities charge a fee for them.

Tolls, many ferries and city charges are collected automatically through AutoPASS: cameras read the plate and the invoice follows. A car with foreign plates can be registered for tolls online.
